POSITION TITLE: Construction Workforce & Safety Manager

REPORTS TO: President

LOCATION: Collegeville, PA (regular field presence required)

POSITION SUMMARY

 

Gorski Engineering is seeking a Construction Workforce & Safety Manager to lead our safety program while strengthening our field workforce through smart planning, recruiting, and development. This role is a key connector between the field and office—ensuring our jobsites are safe, our teams are properly staffed, and our people are supported to perform at a high level.

 

This is not an administrative HR role. It is a hands-on, field-focused position for someone who thrives on building relationships, improving operations, and driving a strong safety and people-first culture across the organization.

 

KEY RESPONSIBILITIES

Health & Safety Leadership & Compliance

 

  • Lead and reinforce Gorski’s safety culture through monthly safety meetings, toolbox talks, and consistent field presence
  • Conduct weekly jobsite safety audits, document findings, and track corrective actions through completion
  • Lead incident reporting and investigations, including serving as backup for claims reporting when needed
  • Maintain and update safety plans, job hazard analyses (JHAs), emergency response procedures, and compliance documentation
  • Ensure subcontractors meet company safety standards, including review of site-specific safety plans
  • Coordinate and deliver field safety training and professional development opportunities
  • Participate in industry organizations and programs (e.g., ABC safety meetings, STEP program, NSC events) and bring back best practices
  • Assist with RCA audit processes and support company safety initiatives and award efforts
  • Ensure safety supplies and PPE are properly stocked; research and implement cost-effective products and technologies
  • Conduct emergency response drills and maintain readiness across jobsites

 

Workforce Planning & Field Operations

 

  • Prepare and distribute daily manpower reports with jobsite assignments
  • Maintain and update a forward-looking manpower and pipeline schedule (2–3+ months ahead)
  • Track workforce utilization and proactively identify staffing gaps or overallocations
  • Collaborate with project managers and superintendents to align labor resources with project schedules and needs
  • Serve as the primary connector between field and office teams, ensuring clear communication and quick resolution of issues
  • Recommend and implement process improvements to increase efficiency in manpower coordination and field operations

 

Field Recruiting & Onboarding

 

  • Lead recruiting efforts for field positions, including building relationships with trade schools and workforce programs
  • Support candidate screening and hiring decisions in collaboration with leadership
  • Oversee onboarding for field employees, including safety orientation, systems setup, and jobsite readiness
  • Ensure new hires are effectively integrated into both safety expectations and day-to-day operations

 

Training, Development & Retention

 

  • Coordinate training initiatives focused on safety, field operations, and company systems
  • Support development and career progression of field employees
  • Act as a resource and trusted point of contact for field staff, identifying and addressing concerns early
  • Strengthen engagement and retention through consistent communication, feedback, and support

 

Equipment & Vehicle Oversight

 

  • Assist in researching, evaluating, and purchasing field equipment and company vehicles with a focus on cost, ROI, and long-term needs
  • Ensure proper maintenance, tracking, and safe use of company equipment and vehicles
  • Stay informed on new technologies and tools that can improve field efficiency and safety

 

Data, Reporting & Continuous Improvement

 

  • Track and analyze safety and field performance metrics, including incidents, near misses, audit results, and workforce utilization
  • Recommend and implement improvements to safety systems, scheduling practices, and communication workflows
  • Provide a monthly report to leadership summarizing key insights and updates, including:
  • Safety audit results and incident summaries
  • Manpower outlook (2–3 month look-ahead with staffing needs)
  • Key takeaways from industry meetings, trainings, or conferences
  • Equipment and vehicle status, including upcoming needs
  • Notable updates on safety initiatives, supplies, or field operations

 

QUALIFICATIONS

 

  • 5+ years of experience in construction safety
  • Strong knowledge of OSHA regulations and safety best practices (OSHA 30 required; CHST or CSP preferred)
  • Experience with workforce planning, scheduling, or field coordination
  • Strong interpersonal and communication skills with the ability to build trust across teams
  • Highly organized with the ability to manage multiple priorities in a fast-paced environment
  • Comfortable with construction technology platforms (e.g., Procore or similar tools)
